California can lead the country, perhaps the world, in setting and achieving forward-thinking environmental policy. CARB should include as many sources as possible in a cap-and-trade system, and 80% of California's global warming pollution should be under a cap-and-trade system by 2020. California's local air districts must develop ISRs to control emissions from new developments. Additionally, the State must immediately adopt a 33% RPS by 2020. We can no longer hope to wait and make this someone else's problem. Please act decisively, positively and promptly. Sincerely, Rebecca McDonough
