Subject: Global warming
Comment:
I am writing to urge the CARB to adopt a strong cap-and-trade
program in which credits are auctioned, not given away. It must
include all human sources or at least the top ones producing 95%
of the CO2 emissions by 2020.  All development projects need to
mitigate all vehicle and energy use increases and use passive
solar design.  Facing buildings to streets is wrong; your rules
shall manadate long EW axis, most windows on the south side. 
Noone should have the right to destroy life for the rest of us. 
Development should also have to justify location is necessary
rather than doing infill closer to the city core. CARB should
require California's local air districts to develop ISRs to
control emissions from new developments in these and other
specific ways.  

California's current RPS target is 10% by 2010.  This should be
50% by 2020, up from your proposed 33%.  With strong conservation
and efficiency, this goal should be achievable even sooner with a
big drop in fossil fuel use.
