I am encouraged that California is working to help create sustainable energy possibilities within the state, and that there is work being done to lower greenhouse gas emissions and other pollution. I understand that a 'cap and trade' standard has been set for for all industrial pollution at something like 80% by 2020. That there has been a "pollution allowance" at all has been enabling to industry, permitting them to continue irresponsibly. An Indirect Source Rule, which I understand to apply to construction projects, where diesel and other fuels are used intermittently or continuously over an extended, but limited period of time needs to be implemented as well. A Renewable Portfolio Standard should be set to keep us on course to be at least 10% independent of outside energy sources by 2010, and hopefully at least 33% by 2020. Thank you for your work.
