Dear Ms Mary Nichols, When you consider the "AB 32 Scoping Plan", please keep in mind the following very important points that California needs in the fight against global "climate change": A) We need a well-designed cap-and-trade program. CARB should require that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. B) We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. C) We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. CARB should require that the state immediately adopt a 33% RPS by 2020.
