Subject: Cap and Trade system and global warming

Please put an absolute limit on pollution from some of California's largest sources to help guarantee the environmental results we need. Please include as many sources as possible in a cap-and-trade system. 80% of California's global warming pollution should be under a cap-and-trade system before 2020. Please include an "Indirect Source Rule" to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. Most importantly, we need a new Renewable Portfolio Standard to increase clean energy in our state. It is quite clear from what climatalogist are telling us that we need High RPS targets. 10% by 2010 is not enough. 15% is reasonable given the world cimate situation. At least 40% by 2020.
