Subject: we need STRONG action - there is no time
Comment:
it is fundamental that we take strong action here. I support the
nrdc's recommendations, in particular the following three
issues::

We need a well-designed cap-and-trade program. CARB should include
as many sources as possible in a cap-and-trade system. We support
CARB's preliminary thinking that 80% of California's global
warming pollution would be under a cap-and-trade system by 2020.

We need an "Indirect Source Rule" (ISR) to control emissions from
development projects. CARB should require California's local air
districts to develop ISRs to control emissions from new
developments.

We need a new Renewable Portfolio Standard (RPS) to increase clean
energy in our state. We support CARB's preliminary recommendation
that the state immediately adopt a 33% RPS by 2020.

Further, I would like to see individual homeowners and building
owners facilitated in their search to install alternative energy,
and eventually reward with the ability to actually earn profits,
as opposed to just arrive at a zero balance.
