Subject: cap CA to 80 pct by 2020, require ISRs, and 33 pct RPS by 2020
Comment:
CARB should include as many sources as possible in a well-designed cap-and-trade program, to limit pollution from our largest sources and guarantee results, including 80 percent of California's global warming pollution by 2020. CARB should require California local air districts to develop ISRs to control emissions from construction and operations of new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state, and I support the CARB recommendation that the state immediately adopt a 33 percent RPS by 2020.
