Speaking as a concerned citizen: We need strong action on global warming in California. We need to think globally and act locally: We need a well-designed cap-and-trade program. CARB should include as many sources as possible in a cap-and-trade system. I support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. I support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
