I want you to proceed with creating and implementing a system for lowering the state's green house gases. Enforcement should be as strong as possible, and worry about its impact on the state's economy should make way for the reality of economic growth that a good plan with fair enforcement will engender. Please consider the following for inclusion: 1.CARB should include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2. Indirect emissions from such things as infrastructure and real estate development must be recognized and regulated by the control system. 3.To maximize the chances of success, a portfolio of mandatory "renewables" will have to form as high a percentage of energy production as possible.
