I urge you to include the following three issues in California's important efforts to fight global warming: 1) CARB should include as many sources as possible in a cap-and-trade system. I fully support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2) CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3) California's current RPS is 10% by 2010, but I strongly support that you adopt CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020.
