a. CARB should include as many sources as possible in a cap-and-trade system. A well-designed cap-and-trade program will put an absolute limit on pollution from some of California's largest sources ensuring the environmental results we need. b. An "Indirect Source Rule" (ISR) is needed to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. c. I support CARB's recommendation that the state immediately adopt a 33% RPS (Renewable Portfolio Standard) by 2020.
