Comment:
We need a well-designed cap-and-trade program that will put an absolute limit on pollution from some of California's largest sources, CARB should include as many sources as possible in a cap-and-trade system. We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state.
