Subject: A.B. 32 Scoping Plan

To: Mary Nichols, CARB Chair Please make sure we have included in the A.B. 32 Scoping Plan the following elements to have a truly effective global warming prevention program: 1) an Indirect Source Rule - A way to measure pollution from construction and operation projects, and make sure that reductions in pollution elsewhere occur. 2) A new Renewable Portfolio Standard (RPS) to require increasing percents of energy be from renewable resources. 3) A Cap and Trade Program so that we can accomplish an absolute cap on pollution. If these three things are included in the Scoping Plan it will be an excellent first step in reducing global warming. Thank you, Linda Judd
