Two years ago when Governor Schwarzenegger signed A.B. 32 into law he made a bold step toward insuring the reduction of Global warming pollution by 30% by the year 2020, I began to believe that we here in California would set the standard for the rest of our nation in beginning to fight the devastating effects that Global Warming is already having on our weather, wildlife, worldwide food supplies and all of the changes that are so rapidly happening in our environment around the world. I believe that following 3 issues are extremely important to California’s future and our groundbreaking efforts to fight global warming: 1. We need a well-designed cap-and-trade program. CARB should include as many sources as possible in a cap-and-trade system. We support CARB's preliminary thinking that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2. We need an "Indirect Source Rule" (ISR) to control emissions from development projects. CARB should require California's local air districts to develop ISRs to control emissions from new developments. 3. We need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state. We support CARB's preliminary recommendation that the state immediately adopt a 33% RPS by 2020. I hope you will continue to make progress on the vitally needed changes and that our future efforts here in California will set the standard for the rest of our Country.
