I urge you to draft a plan that is as stringent as possible with strict regulations restricting construction emissions and a goal of 30 if not 50% state energy from clean and renewable sources by 2020 at the latest. It can be done! Let this be an emergency plan - for that is what we face, a global emergency. Thank you for your efforts to do the right thing.
