Comment:
In the fight against global climate change, we need three things.
A. A well designed cap and trade program:
a. Include as many sources as possible.
b. 80% of global warming would be under control by 2020.
B. An "Indirect Source Rule(ISR):
a. Control emissions from development projects.
b. This needs to be a CARB requirement.
C. A new Renewable Porfolio Standard(RPS):
a. The RPS target should be 10% by 2010.
b. The RPS needs to 33% by 2020.
