Dear Ms. Nichols: I urge you to lead strong action for California and the nation in CARB's upcoming planning. Specifically: -we need a well designed cap and trade program -CARB should include as many sources as possible in a cap and trade system -we need an Indirect Source Rule (ISR) to control emissions from development projects. CARB should require California's local air districts to control emissions from new developments. -we need a new Renewable Portfolio Standard (RPS) to increase clean energy in our state.
