Dear CARB Chair Nichols, I am writing to comment about items that I believe are important to support in the plan: 1. CARB should include as many sources as possible in a cap-and-trade system and that 80% of California's global warming pollution would be under a cap-and-trade system by 2020. 2. We need and Indirect Source Rule to measure indirect pollution from construction and operation of projects to limit emissions from development projects. 3. We need a immediately adopt a new Renewable Portfolio Standard (RPS) to increase clean energy in our state from 10% in 2010 to 30% RPS by 2020. If we increase the standard we may exceed the 10% prior to 2010. This is achieveable if we start now. The actions that the CARB takes now will serve to keep California in the forefront as a leader in the "war" against global warming and to offer other states a template to use in their efforts to reduce emissions and the harmfull effects of global warming.
