We need a cap and trade system, but I think we need to cut carbon emissions closer to 80-90% by 2015. 2020 is too far off in the future, and I don't think mother nature is going to take her cues from us. ISR productions need to be regulated and capped, too! This includes new development, contractors and trade industries. Alternative energies options need to become available to citizens, consumers in this state ASAP! RPS requirement with a high percentage of all energy sold in California be generated from renewable sources (solar, wind, biomass, etc). California's current RPS target is 10% by 2010, this is way too low and insulting. The state needs to ramp things up and immediately adopt at least 33% RPS by 2020, but 80-90% by 2015 is really what we should do. Please prove that this state knows how to transition for change and take the needed steps that are necessary more rapidly, so other states and countries will follow our example.
