Subject: Phase out of free disposable shopping bags

A priority measure under this category should be the phase out of free disposable plastic and paper shopping bags provided by grocery and other retail stores. This could be done with incentive programs or by charging for the bags with the ultimate goal of consumers bringing their own reusable bags for shopping. Thank you, Jim Antone
