1) The public school system would very much benefit from low to zero emission bus transportation especially in sub-urban areas where walking is not practical. The congestion when dropping off and picking up students can easily be mitigated utilizing a publicly funded bus program and would also drastically reduce the VMT by parents that drive the 1-5 miles to drop off their child. Has this been considered? 2) Has legislation considered incentive's to encourage (at a minimum) part time work-from-home business models which would reduce VMT? As an example, current technology has allowed private industry to successfully outsource work overseas. Can California businesses get a benefit by using the same model of working remotely if it makes sense?
