The California Air Resources Board (CARB) invites you to
participate in a public workshop on the Fiscal Year (FY) 2017-18
Funding Plan for Low Carbon Transportation Investments, Air
Quality Improvement Program (AQIP), and the potential $25 million
Volkswagen settlement funds for zero-emission vehicle (ZEV)
aspects of vehicle replacement programs. The meeting will be held
at the following time and place:

CAP AND TRADE

Governor Brown, Oil Industry Share Interest In Cap-And-Trade
Extension. Gov. Jerry Brown and the oil industry are both pushing
to preserve California’s struggling cap-and-trade program. But
that will require support from Democratic lawmakers who have
doubts about the program. The program allows companies to choose
between lowering emissions and purchasing a limited number of

either a sensible effort to reduce pollution in California
without undue damage to the state’s economy, or it is a
circumvention of the drastic action that is really needed to

Carbon market slump could last for a while — report. A new
analysis of California's carbon market finds that low demand
could continue for the next year and a half, but eventually
rebound to the tune of $8 billion through 2020. California's
greenhouse gas market has been sluggish for nearly the last year,
due to jitters about the program's legal status.

Global CO2 emissions are flat, but it's not all good news. For
the third year in a row, the carbon dioxide emissions that drive
climate change worldwide have been level. The emissions pause is

Sen. Feinstein suggests Gorsuch would undermine EPA on fuel

Opinion: California clean car rules have cleaned the air, saved
consumers money. When California air quality regulators meet on
Friday to review the state’s Advanced Clean Cars program,
automakers will likely argue that continuing to produce
low-emission vehicles over the next eight years would be too
burdensome. However, automakers are meeting existing clean-car
standards today and have the technology to go much farther.

California’s Drought May Be Over, But Its Water Troubles Aren’t.
In the years before California’s civil engineers got around to
confining the Sacramento River, it often spilled over its banks,
inundating huge swaths of the Central Valley. Sometimes the
floodwater would stand for a hundred days at a time. The botanist
William Henry Brewer, writing in 1862, after a season of
