On April 7, 2017, Governor Edmund G. Brown Jr. lifted the drought state of emergency for all counties except Fresno, Kings, Tulare, and Tuolumne. As a result of the Governor’s Executive Order B-40-17, the Portable Equipment Registration Program (PERP) regulation’s emergency event provisions are only applicable to groundwater projects in Fresno, Kings, Tulare, and Tuolumne Counties.
