With budget done, California lawmakers turn to other issues.
After approving a $125 billion budget last week, California
lawmakers are turning their attention to other matters for the
last three months of the annual legislative session. Aside from a
controversial increase in gas taxes and vehicle registration
fees, which Gov. Jerry Brown signed in April, no major
legislation has yet cleared both the Assembly and Senate.

AIR POLLUTION

The Energy 202: California scores its first big environmental
victory of the Trump era. Between the very little Attorney
General Jeff Sessions was willing to say about his conversations
with President Trump and the essentially nothing Senate
Republicans were willing to say about their health-care bill,
there was one revealing bit of testimony on Capitol Hill late
last week -- from Environmental Protection Agency Administrator
Scott Pruitt.

Trump administration backs away from fight over California's
power to set rules for cars and trucks. The Trump administration
is backing off its threat to revoke California’s unique authority
to set its own tough pollution standards for cars and trucks —
rules that have become a crucial tool for states to combat
climate change without help from Washington. Environmental

State fines three companies for violating cargo handling
equipment air quality rules. The California Air Resources Board
has fined three companies $726,250 for failing to comply with the
state’s cargo handling equipment regulation, which sets emission
standards for a range of equipment used mostly at ports and
railyards, including gantry cranes, yard trucks, and forklifts.

Heat wave means unhealthy air this weekend across parts of
Southern California. As temperatures head north of 90 degrees
this weekend, smog levels are expected to reach unhealthful
levels across much of Southern California. Air quality will be
worst in the Santa Clarita, San Fernando and San Gabriel Valleys,
and throughout the Inland Empire and the mountains.

California Summer Weather Brings 'Very Unhealthy' Smog.
California’s blistering heat wave could produce “very unhealthy”
levels of smog as temperatures continue to rise across the
southern region of the state, officials warned Friday. A
statement released by the South Coast Air Quality Management
District (AQMD) said ozone levels are expected to reach
“unhealthy to very unhealthy” levels…

CLIMATE CHANGE

Dutch government: will meet 2020 greenhouse gas targets after
extra measures. The Dutch government said on Monday it would meet
its target to cut greenhouse gas emissions by 25 percent in the
year 2020 from 1990s after taking extra measures.
The Netherlands had begun to fall behind on its commitments after
the 2008 financial crisis, but was ordered by a court in June
2015 to take steps to catch up.

Rick Perry just denied that humans are the main cause of climate
change. Energy Secretary Rick Perry on Monday denied that
man-made carbon dioxide emissions are the primary cause of
climate change. Asked in an interview on CNBC’s “Squawk Box”
whether he believed that carbon dioxide was “the primary control
knob for the temperature of the Earth and for climate,” Perry

Carbon Capture Needed in Climate Change Fight, IEA Says. Carbon
capture and storage is gradually gaining government attention

U.S.-China Beef Deal Puts Higher Emissions on the Menu. The
growing Chinese middle class has a love affair with beef, and it
now has a new supplier. The deal could increase U.S. greenhouse
gas emissions from livestock. For the first time in 14 years,
American beef will end up on Chinese dining tables, thanks to a

HEATWAVE

From Phoenix to Sacramento, the West is sweating through worst
heat wave in decades. All-time heat records could be in jeopardy
in the Southwest this week as a dome of hot, high pressure
settles over the region. Triple-digit highs are in the forecast
from Arizona to Northern California — including the Sierra
Mountains. Notably, this heat wave is going to last through the
week, which raises concerns of heat-related illness.

When it comes to Southern California's heat wave, the worst is
yet to come. Firefighters labored in scorching heat Sunday
against five separate brush fires across Southern California as
forecasters warned of more triple-digit temperatures in inland
communities. The punishing heat wave broke records on Sunday in
Lancaster, Palmdale and Sandberg, which saw highs of 108, 108 and
99 degrees, respectively.

Sizzling heat wave creates health hazard in southwestern US. The
Southwestern U.S. is about to feel the wrath of a punishing heat
wave that includes a forecast of 120 degrees in Phoenix — a
temperature not seen in the desert city in more than 20 years.
The broiling temperatures will also be felt in Las Vegas and
Southern California, creating a public health hazard.

Study Shows Killer Heat Waves Getting Worse. Killer heat is
getting worse, a new study shows. Deadly heat waves like the one
now broiling the American West are bigger killers than previously
thought and they are going to grow more frequent, according to a
new comprehensive study of fatal heat conditions. Still, those
stretches may be less lethal in the future, as people become
accustomed to them.

Heat Wave Accelerating Runoff From Sierra. Heavy rains and snow
this past winter has left rivers flowing higher than average and
reservoirs near capacity. The California Department of Water
Resources says that river flows range from about 20-percent above
average in the Sacramento River near Shasta, to double the
average flows in the San Joaquin and Kings Rivers.

How long will heat wave last in Southern California? The region’s
heat wave entered its second week today, with highs again
forecast to hit triple-digit territory in some L.A. County
communities, and forecasters said the above-normal heat would
extend into next week. Also in today’s forecast is dense fog
along the coast and in much of Los Angeles, and a dense fog
advisory will be in force until 9 a.m.

Extreme Heat Tourism? It’s a Thing in Death Valley. Desert
dwellers in the western U.S. see temperatures topping 120 degrees
(49 Celsius) as a reason to hunker down indoors and turn up the
air conditioning. But some tourists welcome it as a bucket-list
opportunity to experience Death Valley — famously the hottest
place in America.
Many will get their chance in the days ahead as a vicious
heatwave bakes parts of Arizona, California and Nevada.

Will Republicans play ball with Jerry Brown on cap-and-trade?
Gov. Jerry Brown was doing his best Tuesday to fill the vacuum
created by Donald Trump’s abdication in the fight against climate
change, while engaging in some important politicking. Having just

Fiji, Frank Bainimarama, and the governors.

Opinion: Air Quality board has to stop the district staff’s
sneaky bid to allow more pollution. When it comes to protecting
the planet from global warming, it’s not just the elephant in the

international efforts to combat climate change.

Act locally on climate with diesel emissions bill: Letter to the
editor. The Paris climate accord is great public relations, but a
farce in reality. Read the accord, and you'll see it's not more
than a weak "feel good" agreement to try to improve conditions
but lacking teeth. If Gov. Kate Brown wants to make a difference,
she should put her efforts into restoring Senate Bill 1008,
regarding diesel emissions, to its original state and getting it
passed.

Carbon Emissions Rising at the Slowest Rate in Decades. Why’s
That? Globally, carbon emissions are rising. But they are doing
so at the slowest rate since the 1980s. That’s the conclusion

the corporate world has embraced the change. Specifically,
renewable energy supplies rose by 12%...

Creative Pie Slicing To Address Climate Policy Opposition. There
are two fundamental, and fundamentally different, barriers to
