What's New List Serve Post Display

The California Air Resources Board (CARB) invites you to
participate in community meetings to discuss concepts to control
pollution from large freight facilities including seaports,
railyards, and warehouses/distribution centers.  CARB staff are
co-hosting the following meetings to talk with residents living
in communities near seaports, railyards, warehouses, and
distribution centers about regulatory actions already underway
and the development of new concepts to reduce the air pollution
and health impacts from freight.   

Background

In March 2017, the Board heard public testimony on the South
Coast Air Quality Management District’s (SCAQMD’s) Plan and
CARB's Mobile Source Strategy for the State Implementation Plan
(SIP).  The Board adopted Resolutions 17-7 and 17-8, as well as
an addendum that provided additional direction to staff,
including: 

Within 12 months, “…staff shall return to the Board with concepts
for an indirect source rule to control pollution from large
freight facilities including ports, railyards, warehouses, and
distribution centers, as well as any identified alternatives
capable of achieving similar levels of emission reductions…”

This process will involve stakeholder outreach, including formal
workshops and informal meetings, to identify potential options
for reducing emissions from freight facilities and to understand
the relative pros and cons.  CARB staff will present concepts to
the Board in March 2018.  

These CARB freight-related activities will also support the
upcoming work to implement Assembly Bill 617 (C. Garcia, Statutes
of 2017), which will establish guidance for the development and
implementation of community reduction plans focused on reducing
exposures in the neighborhoods most impacted by pollution.  

Community Meetings

Community Meetings will be held at the locations and dates shown
below.  The meetings will begin with a brief welcome and overview
of the issues at hand, then convene with multiple breakout
sessions where participants can gather in smaller groups to
discuss their views and raise questions with CARB staff.

El Consejo de Recursos del Aire de California (CARB, siglas en
inglés) le invita a participar en reuniones de la comunidad para
dialogar sobre conceptos para controlar la contaminación que
proviene de las grandes instalaciones de carga, incluyendo
puertos, terminales ferroviarias, almacenes y centros de
distribución. El personal de CARB es el coanfitrión de estas
reuniones, y hablará con los residentes de comunidades ubicadas
cerca de puertos, terminales ferroviarias, almacenes y centros de
distribución sobre las reglas que están en proceso, y el
desarrollo de nuevos conceptos para reducir la contaminación y
los impactos del transporte de carga en la salud.  

Historial

En marzo del 2017, el Consejo escuchó testimonio del público
sobre el plan del Distrito de Administración de la Calidad del
Aire de la Costa Sur (SCAQMD, siglas en inglés) y la Estrategia
de Fuentes Móviles de CARB para el Plan de Implementación del
Estado (SIP, siglas en inglés).  El Consejo adoptó las
Resoluciones 17-7 y 17-8, y también un apéndice con más
instrucciones para el personal de CARB, incluyendo:  

En 12 meses, “…el personal de CARB volverá al Consejo con
conceptos sobre una regla de fuentes indirectas para controlar la
contaminación de grandes instalaciones de carga, incluyendo
puertos, terminales ferroviarias, almacenes y centros de
distribución, además de cualquier otra alternativa capaz de
lograr niveles parecidos de reducciones de emisiones…”  

Este proceso involucrará contacto con las partes interesadas,
incluyendo talleres formales y reuniones informales para
identificar opciones para reducir las emisiones de las
instalaciones de carga y entender los pros y las contras.  El
personal de CARB presentará conceptos al Consejo en marzo del
2018.  

Estas actividades de CARB relacionadas con transporte de carga
también apoyarán el trabajo que se está realizando para
implementar el Proyecto de Ley de la Asamblea 617 (AB 617: C.
Garcia, Estatutos del 2017), la cual establecerá orientación para
el desarrollo y la implementación de planes comunitarios de
reducción que se fijan en reducir la exposición en las
comunidades más impactadas por la contaminación. 

Reuniones de la Comunidad

CARB convocará reuniones de la comunidad durante las fechas y en
las ubicaciones anotadas a continuación.  Las reuniones
comenzarán con una bienvenida y un resumen breve de los asuntos
en cuestión, y después se formarán subgrupos múltiples donde los
participantes puedan reunirse en grupos más pequeños y compartir
sus opiniones y preguntas con el personal de CARB.
