On February 24, 2009, Manufacturers Advisory Correspondence (MAC) 2009-01 was issued which outlines the process for implementing the new Environmental Performance (EP) label. An EP label is required to be displayed on new passenger cars, light-duty trucks, and medium-duty passenger vehicles that are produced on or after January 1, 2009. The EP label replaces the Smog Index label and provides a Global Warming (GW) score and a Smog score on a 1-to-10 scale, a score of ten being the best/cleanest. The MAC explains the procedures for manufacturers to gain approval for their EP label format and scores. Also, the MAC explains the evaluation process, including the process for approving greenhouse gas emissions credits for improvements of the air conditioning system design and control. The MAC specifies the information needed, including an Excel template for reporting and calculating the GW and Smog scores that must be submitted with each new application for certification. The ARB approval of the EP label’s format and contents is required before an Executive Order certifying a test group of vehicles is issued. Finally, the MAC outlines the global warming scoring procedure for Medium-Duty Passenger Vehicles certified under California’s Cleaner Federal Vehicle rule subject only to FTP testing from which only the measured city CO2 values are reported. It should be emphasized that the calculation of the GW score described in this MAC will be superseded by another procedure upon ARB receiving a federal waiver to implement the State greenhouse gas regulations for these vehicles.
