The draft Resolution 09-31 and Attachment B “Staff’s Proposed
Modifications to the Original Proposal” for the Low Carbon Fuel
Standard is posted at the link shown below:

There are two changes from the draft resolution distributed at
the April 23, 2009 Hearing.  

The first (page 15) change was made to reflect the
Board-directed change to require the staff to report to the Board
on refining and improving the land use and indirect effect
analysis of transportation fuels by January 1, 2011 instead of
January 1, 2012.  The second (page 6) change is for the ‘Whereas’
statement addressing high carbon intensity crude oils.  This
statement was changed to be consistent with the public hearing
notice, the Initial Statement of Reasons, and the approved
regulation.

The final resolution will be posted after a complete review of
the transcripts for the Board hearing.
