Calif. Bans High-Emission Paint Thinners, Solvents. Sacramento,
Calif. — California air regulators approved strict regulations
Thursday for aerosol air fresheners, paint thinners and solvents
as a way to lessen smog-forming emissions and reduce a health
threat. The state Air Resources Board voted 8-0 to ban the sale
of products that emit high levels of so-called volatile organic
compounds. The rules are the toughest state mandate in the nation
and will take effect Dec. 31, 2013. Posted.

Calif. Clean-Air Program Designed To Boost Forests. California
air regulators Thursday expanded the state's carbon-offset
program to include forests across the country, creating the most
far-reaching effort of its kind in the nation. The program is
voluntary and was endorsed unanimously by the California Air
Resources Board. Under it, land owners would receive so-called
carbon credits for planting more trees, better managing their
forests or agreeing not to convert their property to another use
that would require cutting down trees. Posted.

Air Board To Weigh Train Pollution Measures. The California Air
Resources Board on Friday will consider more than three dozen
technical measures to reduce air pollution from locomotives and
other equipment at the state's rail yards. Some Inland residents
who live near rail yards say the measures are not aggressive
enough. They plan to protest outside the meeting in Diamond Bar,
said Penny Newman, executive director of the Glen Avon-based

Schwarzenegger Backs Strong State Climate Bill. Despite calls to
suspend California's aggressive plan to slash greenhouse gas
emissions, Gov. Arnold Schwarzenegger Thursday insisted that the
state's work to combat climate change must soldier on. "No single
issue threatens the health and prosperity of our nation (more)
than climate change," Schwarzenegger said during an appearance at
San Francisco's Commonwealth Club. While a "stalemate goes on" in
Washington, Schwarzenegger said California must "push forward to

Schwarzenegger Rejects Whitman's Call To Halt Climate Law. San
Francisco -- California Gov. Arnold Schwarzenegger yesterday
dismissed a fellow Republican's campaign pledge to block the
state's global warming law. Meg Whitman, former CEO of eBay and
leading GOP gubernatorial candidate, penned an editorial recently
calling for a suspension of A.B. 32, which restricts the
emissions of greenhouse gases, in order to protect California's

Air Resources Board To Approve $50M In Climate Law Fees. The
California Air Resources Board votes today on a first-ever fee to
implement carbon regulations. The fee will raise about $50
million each year from regulated emitters to fund administrative
expenses and repay the board for previous costs it incurred while
developing programs under the state's greenhouse gas emission
law. Officials postponed the vote three times because of the
prospect of expensive litigation related to the state's proposed

CARB Fines Waste Hauler $270,000 For Diesel Emissions. The
California Air Resources Board recently fined one waste hauler
$270,000 for allegedly failing to inspect its diesel fleet in
2005 and 2006. CARB fined Athens Disposal Co., of Athens, CA, for
failed diesel inspections as well as “neglecting to install
legally required emissions reduction devices from 2004 and 2008.”

world's largest corporate carbon registry says it will streamline
its system for greenhouse gas emissions reporting while also
allowing participating firms to do cross-comparisons between

Is It About Carbon Or Not? Environmental groups are complaining,
reports the L.A. Times' Eric Bailey, about new rules approved
Thursday by the California Air Resources Board to govern forest
landowners' sale of carbon credits on their property. The rules
that the state imposes on such sales are very strict -- but not

The Industrial City Of Vernon Has Abandoned A Three-Year-Old
Proposal To Build A 943-Megawatt Power Plant Bitterly Opposed By
The Communities That Surround It. In a written statement today,
Vernon City Administrator Donal O’Callaghan said his city’s
electrical utility would submit a new application for a
330-megawatt facility, one he promised would be the nation's
“cleanest burning natural gas power plant.” Assemblyman John
Perez (D-Los Angeles) described the announcement as a victory for
residents who argued that the larger plant would emit thousands
of tons of fine soot particles linked to cancer, heart disease
