No More Money, No Extensions For Port Of Oakland Haulers. Hope
turned to anger and desperation Monday night after more than 100
truckers crowded into a jammed meeting room at the Port of
Oakland. They were wishing for a miracle but left after hearing
the worst: There is no more money to help them pay for diesel
truck filters, and there will be no extension to the Jan. 1
deadline to comply with strict new air quality regulations.

California's Imperial County Meets Ozone Standard. El Centro,
Calif.—The U.S. Environmental Protection Agency says Imperial
County now meets the federal ozone standard. The EPA said Tuesday
that the improved air quality is based on readings from 2006 to
2008. It credits stricter state and federal engine and fuel
standards for lower vehicle emissions. Tighter controls on local

Obama: Rally The World For Climate Deal Next Month.
Beijing—President Barack Obama, with China's leader at his side,

Ethanol Makers Push For 15% Blend; Automakers Want More Tests.
Months more are needed before the auto industry could endorse
higher ethanol blends in the existing car fleet, an industry
official said yesterday. Facing saturation of their market at
today's allowed level of blends, ethanol producers are lobbying
hard for U.S. EPA to allow gas stations to mix more ethanol into
petroleum fuels -- from today's E10, or 10 percent ethanol, to

Groundwork Meeting For Copenhagen Summit Concludes. Environment
ministers from 44 countries, including China and the United
States, wrapped up two days of closed-door talks in Copenhagen
yesterday meant to lay out the groundwork needed for a deal at

107 Counties Exceed Proposed SO2 Limit.  People in 107 counties
breathe air with sulfur dioxide levels that exceed the lower
limits of pollution standards proposed by U.S. EPA.  The agency
announced plans yesterday to toughen the national ambient air
quality standard for SO2, one of six "criteria pollutants"
regulated under the Clean Air Act. EPA recommended setting a
limit between 50 parts per billion (ppb) and 100 ppb averaged
over an hour, which the agency said would help protect against
health damage caused by short-term pollution spikes. Posted.

SPIN METER: Feds Buy Green Cars, Auction Rejects. If you missed
out on Washington's cash incentive program to trade in your old
clunker, Uncle Sam still has a deal for you: The government will
sell you rejects from its own fleet, even as it makes dealers
scrap all those old cars that were collected from the public. The
sale of the federal castoffs at auction is nothing new; deals for
the consumer mean income for the government. But in swapping out
old government cars for new models under the economic stimulus

San Bernardino County Supervisor Opposes Solar Energy Project In
Mojave Desert. Brad Mitzelfelt says the 4,000-acre system would
provide jobs in Las Vegas and electricity in San Francisco, but

Paying More for Flights Eases Guilt, Not Emissions. In 2002
Responsible Travel became one of the first travel companies to
offer customers the option of buying so-called carbon offsets to
counter the planet-warming emissions generated by their airline
flights. But last month Responsible Travel canceled the program,
saying that while it might help travelers feel virtuous, it was

of a new air quality program for farmers: 2,523 applications were
