pqao -- Changes to the ARB Audit Program for 2012

The California Air Resources Board (ARB) would like to alert you to two changes to the ARB audit program for ambient air monitoring stations. 1. Ozone Audit Levels ARB is responsible for conducting performance audits for ozone monitors in California (40 CFR, Part 58, Appendix A, Section 3.2.2). Effective January 1, 2012, the following ozone audit levels will be used by ARB: Level 4 (0.040-0.069): mid-point target is 0.055 Level 6 (0.090-0.119): mid-point target is 0.105 Level 8 (0.140-0.169): mid-point target is 0.155 The new audit levels are based on: •Distribution of ozone 1-hr max values in California (2008-2010) •Represent or bracket 80% of ambient concentrations measured in California •EPA’s Memo on PE levels (http://www.arb.ca.gov/aaqm/qa/pqao/pememo.pdf) •Consistency with national performance audit program (NPAP) audit levels 2. Semi-annual Flow Rate Audits Semi-annual flow rate audits are required every six months for PM10, PM10-2.5, and PM2.5 particulate analyzers (40 CFR, Part 58, Appendix A, Section 3.2.4). In the past, ARB conducted one required flow audit and a U.S. EPA contractor conducted the second required flow audit. Effective January 1, 2012, ARB will conduct both semi-annual flow rate audits. The two flow audits will be conducted 5 to 7 months apart each calendar year.
