The ARB staff has posted the proposed Guideline updates and Staff Report for the Proposition 1B: Goods Movement Emission Reduction Program. The Guidelines define the responsibilities of ARB, local agencies, and equipment owners, as well as the technical specifications and funding amounts for eligible projects. These proposed changes will be considered at a public meeting scheduled for January 25, 2013 in Diamond Bar. The Board Hearing Notice, proposed Guidelines, and accompanying Staff Report are available on the Program website at: http://www.arb.ca.gov/gmbond. Background: The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between the State Air Resources Board (ARB) and local agencies (like air districts and ports) to quickly reduce air pollution emissions and health risk from freight movement along California’s trade corridors. ARB provides funding to eligible agencies; those agencies then offer financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies.
