The Air Resources Board staff will conduct a public workshop on
Wednesday, April 24th, 2013, to discuss proposals to amend the
Aerosol Coatings and Consumer Products Regulations.  A proposal
to rescind the Hairspray Credit Program Regulation will also be
discussed.
You may attend the public workshop in person or participate via
teleconference.

WORKSHOP INFORMATION
Staff will discuss proposals to amend the Aerosol Coatings
Regulation including lower reactivity limits, new or modified
definitions, and other provisions to improve enforcement.
Staff will also present proposals to amend the Consumer Products
Regulation.  Specifically, staff will discuss proposed
modifications to the existing regulatory provisions for
Multi-purpose Solvent and Paint Thinner products.  Staff will
also discuss proposed modified limits for aerosol adhesives and
new or modified definitions, including those for hair care
products.  A proposal to rescind the expired Hairspray Credit
Program Regulation will also be discussed.
Public input from this workshop will be used to further develop
the staff's proposal that will be considered for adoption by the
Board later this year.

BACKGROUND:  
ARB’s Consumer Products Program is an important part of
California’s efforts to reduce the amount of smog-forming
volatile organic compounds, toxic air contaminants and greenhouse
gases emitted from chemically formulated consumer products. 
ARB’s consumer-products regulations have resulted in emission
reductions of nearly 50 percent since 1990, but more is needed to
meet federally required health-based air-quality standards.
