biogas -- Follow-up Discussion to March 27, 2013 California Public Utilities Commission Workshop on Biomethane Standards per Assembly Bill 1900 Posted: 05 Apr 2013 15:27:46
On April 10, 2013, the staff of the Air Resources Board (ARB) and the Office of Environmental Health Hazard Assessment (OEHHA) will meet with interested parties to discuss comments and questions raised on March 27 at the California Public Utilities Commission (CPUC) workshop on Assembly Bill (AB) 1900. AB 1900 (Gatto, Statutes of 2012) requires the CPUC to develop standards for constituents in biogas to protect human health and pipeline integrity and safety. In support of the CPUC standards development efforts, OEHHA and ARB, in consultation with other State agencies, are to undertake certain actions. Specifically, OEHHA is tasked with compiling a list of constituents of concern found in biogas that could pose a health risk and that are at levels that significantly exceed the concentrations of those constituents in natural gas. OEHHA is also to determine health protective levels for these constituents, after considering potential health impacts and risks. ARB is tasked with developing realistic exposure scenarios and identifying the associated health risk to utility workers and gas end users; determining the concentrations of these constituents in biogas necessary to protect public health; and identifying monitoring, testing, reporting, and recordkeeping requirements necessary to ensure that health protective levels are maintained. At the April 10 meeting, staff will present their preliminary ideas on the format of the health based standards, analytical test methods, monitoring frequency, and other technical considerations related to AB 1900 requirements. More information will be provided prior to the meeting at ARB’s website here: http://www.arb.ca.gov/energy/biogas/biogas.htm The meeting will be held at the time and location listed below: Date: April 10, 2013 Time: 9:30 a.m. – 12:30 p.m. Location: California Environmental Protection Agency 1001 “I” Street Sacramento, CA 95814 Sierra Hearing Room For those unable to participate in the discussion in person, a live webcast will be available. Viewers can email questions during the session to email@example.com. Webcast links are posted at http://www.calepa.ca.gov/broadcast. ARB recommends that you do not run other programs while viewing the webcast, as it may interrupt or lower the quality of the signal. If you have any questions, please contact Mr. Paul Milkey, ARB Staff Air Pollution Specialist, at firstname.lastname@example.org or (916) 327-2957, or Dr. Andy Salmon, Chief, OEHHA Air Toxicology and Risk Assessment Section, at Andy.Salmon@oehha.ca.gov, or (510) 622-3191.
