Staff is also recommending limited revisions to the Guidelines and outlining changes to the grant process within the Guidelines. These proposed 2013 funding awards and Guidelines updates will be considered at a public meeting scheduled for July 25, 2013 in Sacramento. Background: The Proposition 1B: Goods Movement Emission Reduction Program is a partnership between the State Air Resources Board (ARB) and local agencies (like air districts and ports) to quickly reduce air pollution emissions and health risk from freight movement along Californiaís trade corridors. ARB provides funding to eligible agencies; those agencies then offer financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies.
