arbcombo -- GUIDELINES FOR THE CARL MOYER TRUCK IMPROVEMENT/MODERNIZATION BENEFITTING EMISSION REDUCTIONS (TIMBER) PROGRAM

The TIMBER Program provides a streamlined voucher funding option to reduce emissions by replacing existing, high-polluting on-road log trucks with newer, lower-emission log trucks. The TIMBER Program provides real emission benefits by retiring high-polluting vehicles earlier than would have been expected through normal attrition or by regulation. Carl Moyer Program funds for TIMBER projects provide up to $60,000 vouchers to offset part of the cost of the replacement vehicle. Potential applicants can be based anywhere in California and can apply for funding at any TIMBER participating dealership. More information regarding the TIMBER Program can be found at: www.arb.ca.gov/msprog/moyer/timber/timber.htm Background: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve federal ambient air quality standards. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. The On-Road Voucher Incentive Program is part of the Carl Moyer Program and is a streamlined funding option for heavy-duty diesel vehicle replacements and retrofits. State law (Health & Safety Code Section 44287) authorizes Air Resources Board to revise the Guidelines when necessary to improve the ability of the program to achieve its goals.
