The California Air Resources Board (ARB or Board) invites you to
participate in a series of public workshops to discuss proposed
amendments to the In-Use On-Road Heavy-Duty Diesel-Fueled Vehicle
regulation (Truck and Bus regulation). 

 At its October 24, 2013, meeting, the Board directed ARB staff
to develop a number of potential changes to the regulation that
are intended to provide fleets additional flexibility in reducing
their emissions and complying with the regulation.  In developing
these changes, staff intends to evaluate them to ensure that they
result in emission levels that are similar to what would be
expected from the current regulation, and that they do not
jeopardize a region’s ability to meet federal air quality
standards.  The potential changes include: increasing low-use
vehicle thresholds, allowing owners to newly opt-in to a number
of existing flexibility provisions, expanding the regions that
meet the definition of “NOx exempt,” and providing additional
time for fleets in some rural areas to meet the regulation’s
particulate matter requirements.  

At these workshops, staff will be soliciting input on the
proposed amendments and the analytical methodologies that will be
used in the supporting technical analysis.  Staff plans to
present final proposed amendments to the Board at its April 2014

The workshops will be held in Diamond Bar on December 3,
Sacramento on December 4, Redding on December 5, San Diego on
December 10, and Fresno on December 12, 2013.  For those unable
to attend in person, a live internet broadcast (webcasting) will
be available at our workshop on December 4, 2013.  The broadcast

Background

The regulation requires diesel truck and bus owners to take steps
to reduce their engine emissions.  The regulation is a part of
the State's plan to meet federal ambient air quality standards
and to protect public health, particularly near roadways and
distribution centers where exposure frequently reaches unhealthy
levels.  Nearly all trucks and buses with a manufacturer's gross
vehicle weight rating greater than 14,000 pounds that operate in
California are required to be upgraded from 2012 to 2023 to
reduce exhaust emissions.  

Most heavier trucks and buses (with a gross vehicle weight rating
greater than 26,000 pounds) will be required to have a
particulate matter filter by January 1, 2014.  There are certain
exceptions to these requirements for owners that have reported to
use flexibility options allowed under the regulation.  These
include, but are not limited to, certain agricultural and
limited-use construction trucks, low-use vehicles, and vehicles
operated in certain rural areas.
