ordiesel -- In-Use Off-Road Diesel Vehicle Regulation Fleet Average Calculator for Medium Fleets Released

Posted: 29 Apr 2014 11:21:01
The Fleet Average Calculator for Medium Fleets and its
accompanying user guide have been released for public use. The
calculator is intended to help medium fleets (2,501 to 5,000
total horsepower (hp)) evaluate compliance options for each
compliance year. Note that this calculator is not for use by
large or small fleets.

The Fleet Average Calculator is an Excel spreadsheet designed to
assist fleet owners in calculating their Fleet Average Index and
Fleet Average Targets, based on the equipment model year and hp
input. The calculator allows fleets to experiment with different
turnover, repower, and retrofit strategies to plan for compliance
with the in-use off-road diesel vehicle regulation.

The fleet average calculator and its user guide are both
available at http://www.arb.ca.gov/msprog/ordiesel/fac.htm. The
calculator may receive additional updates in the future. If you
have any questions, comments, or other suggestions pertaining to
the calculator, please contact Kyle Goff by phone at
(916)-323-1414, or by email at kgoff@arb.ca.gov.

Background

The regulation for In-Use Off-Road Diesel Vehicles first became
effective under California law on June 15, 2008. This regulation
is intended to reduce harmful emissions from diesel powered
construction and mining vehicles operating in California that
have propulsion engines that are 25 hp or greater. Fleets were
required to initially report their off-road diesel vehicles to
the Air Resources Board (ARB) in 2009 via the Diesel Off-road
Online Reporting System (DOORS). In addition, fleet owners are
currently subject to restrictions on unnecessary idling, and some
large fleets will be subject to accelerated replacement/repower
requirements beginning July 1, 2014.

If you have any questions regarding off-road reporting, please
contact the DOORS hotline at (877) 59-DOORS (877-593-6677) or by
email at doors@arb.ca.gov. For further information about the
off-road diesel vehicle regulation, please visit the off-road
regulation website at: http://www.arb.ca.gov/ordiesel. For
further information on ARB’s diesel vehicle and equipment
regulations, please visit the TruckStop website at
