arbcombo -- The Air Resources Board releases the First Update to the Climate Change Scoping Plan and related materials

The Air Resources Board (ARB or Board) announces the release of the final version of the proposed First Update to the Climate Change Scoping Plan (First Update), staff’s written responses to comments received on the Draft Environmental Analysis (EA) and the Final EA. The First Update released today includes additional clarification and edits to reflect comments received by ARB over the past several months. The notice of public hearing can be accessed at: http://www.arb.ca.gov/cc/scopingplan/2013_update/notice_5_22_2014.pdf Background: In February 2014, ARB released the Proposed First Update and held a Board meeting discussion that included opportunities for stakeholder feedback and public comment. In March, ARB released the Appendix F – Draft Environmental Analysis, 45-day review public notice, Appendix B - Status of Scoping Plan Measures, and Appendix C - Focus Group Working Papers. What is the First Update to the AB 32 Scoping Plan? As required by AB 32, ARB developed the initial Scoping Plan in 2008. AB 32 requires the scoping plan to be updated at least every five years. The First Update builds upon the initial Scoping Plan with new strategies and recommendations. The First Update defines ARB’s climate change priorities for the next five years and lays the groundwork to start the transition to achieve California’s longer-term climate goals. It highlights California’s progress toward meeting the near-term 2020 GHG emission reduction goals defined in the initial Scoping Plan and evaluates how to align the State's longer-term GHG reduction strategies with other State policy priorities, for water, waste, natural resources, agriculture, clean energy, transportation and land use.
