The California Air Resources Board (ARB) has made available an updated Linked California and Québec Cap-and-Trade Programs Compliance Instrument Report (Report). This report summarizes the number of compliance instruments held by California and Québec entities in the Linked California and Québec Cap-and-Trade Programs. The data are presented by instrument type and are aggregated for each type of account. The minor update reflects a correction to the total number of compliance offset credits issued. The update reflects an adjustment to remove one offset project issuance that was inadvertently summed twice. The correction reduces the total number of compliance instruments by less than one percent. The changes are shown in underline/strikeout. The Report includes all instruments issued in the Linked California and Québec Cap-and-Trade Programs, regardless of the issuing jurisdiction. The Report is updated on the second business day of each calendar quarter and will be posted at: http://www.arb.ca.gov/cc/capandtrade/capandtrade.htm BACKGROUND: The California Cap on Greenhouse Gas Emissions and Market-Based Compliance Mechanisms Regulation (Regulation) was adopted by the California Air Resources Board in October of 2011, and formally went into effect January 1, 2012. Entities subject to the Regulation will have a compliance obligation for their greenhouse gas emissions beginning on January 1, 2013. The Regulation was amended in early 2013 to link the California and Québec programs beginning January 1, 2014.
