The California Air Resources Board’s (ARB) 2013 Consumer and Commercial Products Survey (2013 Survey) begins September 2, 2014. An interactive electronic reporting tool is available for the responsible parties to complete the 2013 Survey. In the reporting tool, each responsible party will have the ability to label their data as confidential. The reporting period for the 2013 Survey ends on March 2, 2015. ARB staff has posted the link to the 2013 Survey documents, as well as an updated frequently asked questions document, Consumer Products Reporting Tool, and survey instructions. The posted materials include information regarding who is subject to reporting and ARB’s authority to conduct the surveys. The posted materials are available on the Consumer Products Program website at: http://www.arb.ca.gov/consprod/regact/2013surv/2013main.htm. In addition, ARB staff plans to have two webinars on October 15 and December 15 to answer questions regarding the 2013 Survey. Specifically, the December 15 webinar will also discuss the process for uploading completed survey data to ARB, which begins January 1, 2015. ARB’s Consumer Products Program is a key part of overall efforts to reduce the amount of smog-forming volatile organic compounds, toxic air contaminants, and greenhouse gasses that are emitted from use of chemically formulated consumer products in California. ARB’s Consumer Products Regulations have resulted in reduced statewide emissions from consumer products by an estimated 50 percent since 1990. ARB’s 2013 Survey is an important step in collecting information on consumer products that are sold or supplied for use in California. The data collected from the 2013 Survey are designed to support the statewide consumer product inventory, speciation profiles used in criteria pollutant modelling, and future rulemakings.
