CAP AND TRADE

Carbon Market Volatility to Jump on EU Overhaul Talks. The
calmest period in more than three years for the world’s biggest
carbon market is set to end. Citigroup Inc., Societe Generale SA
and Commerzbank AG say prices will start swinging again after
European lawmakers resumed talks this week on setting up a
reserve to reduce a permit glut that drove the market to a record
low. Sixty-day volatility for carbon futures surged by a quarter
in April 2013 after politicians threatened to block a rescue plan

S.Korea increases emissions cap in proposed carbon trading
scheme.  A cap on carbon dioxide emissions that South Korea
expects to introduce as part of a carbon trading scheme will be
around 3 percent larger than previously touted over the next
three years, the government said on Thursday.  Seoul has been
under pressure from industry worried about costs from plans to
begin what will be the world's second-biggest carbon emissions

AIR POLLUTION

Oxy spinoff delays proposed energy plant.  A $4 billion,
200-employee energy and chemical plant proposed in western Kern
County has been placed on hold because of Occidental Petroleum
Corp.'s spinoff of its California operations.  The 453-acre
Hydrogen Energy California plant planned near Tupman has long
been expected to send its byproduct carbon dioxide to Oxy, which
wanted to use the soda gas for enhanced oil production purposes
in nearby Elk Hills.  Posted.

CLIMATE CHANGE

Glacial Death Watch: Why an Ice Shelf Snapped in 2002 and What's
Coming Next. Unfortunately for aspiring homicidal maniacs, the
population of Scar Inlet is zero, so this 900-square-mile ice
cube on the northernmost finger of the Antarctic Peninsula will
have to serve as the site of another kind of vanishing. Scar
Inlet used to sit next to what was once a 1,250-square-mile ice
shelf -- basically a sheet of ice above water, not land -- that
shattered unexpectedly and spectacularly in early 2002. The inlet

This Map Shows Where All That Carbon Dioxide Is Coming From.
Global carbon emissions have an obvious bias.  One of the big
problems with climate change is that carbon dioxide is invisible.
It's hard to notice something you can't see. Because if carbon
dioxide were visible, the eastern U.S. and western Europe would
be choking on the stuff worse than Londoners choked on coal soot
in the 1800s. You're probably aware that western countries
account for most of the world's greenhouse gas emissions.

DROUGHT

California drought: 5-mph speed limit imposed on boats at Folsom
Lake. With water levels at Folsom Lake down sharply, officials
are imposing a 5-mph speed limit for boaters in the latest sign
of California's extreme drought conditions. California State
Parks officials say the low speed limit is needed to reduce
safety risks in what has become a much smaller pool of water to

DIESEL EMISSIONS

Aftermarket diesel parts maker fined $1 million by CARB.  The
California Air Resources Board has fined a diesel parts
manufacturer $1 million for selling aftermarket equipment that
modified emission control systems.  According to a CARB news
release, investigators for the air quality agency discovered H&S
Performance LLC was selling diesel engine parts and modifications
that hadn’t been exempted from California’s emissions control
system anti-tampering laws. Posted.

VEHICLES

Kia announces pricing on all-electric Soul EV. Kia has announced
pricing on its all-new Soul EV, the South Korean automaker’s
first foray into the electric segment. The all-electric version
of Kia’s most popular vehicle will start at $33,700 when it goes
on sale in October. That price doesn’t include destination or any
state or federal tax credits or incentives. Buyers in California
could lop off $2,500 for the state’s electric-vehicle rebate, and
up to $7,500 for a federal tax credit, depending on their income,
pushing the price as low as $23,700. Posted.

Who will pay for car chargers? Maybe you.  Utility customers in
San Diego are being asked to pay for thousands of
electric-vehicle chargers at businesses and housing complexes —
whether they own an electric car or not.  San Diego Gas &
Electric is seeking authority to build and own a major share of
the electric car charging network in southwestern California.

Ariz. company makes world's first 3-D printed car. Layer by
layer, inch by inch, the world's first 3-D printed vehicle
seemingly emerged from thin air this week on the floor of the
International Manufacturing Technology Show in Chicago. The
Strati, named after the Italian word for layer, was printed in
one piece over 44 hours using a process called direct digital
manufacturing -- the seamless fabrication of components from

Sustainability. BASF SE is close to concluding a three-year
review of its sustainability, and the findings will influence

of “human progress”.  Economically literate libertarians can’t

should know by now that the U.S. needs to adopt policies to

Liquid Light Raises $15 Million To Convert Carbon Emissions To
Chemicals. In the year 2013, the amount of greenhouse gas
emissions into the atmosphere – particularly carbon dioxide –
increased at its fastest rate in 30 years. According to the World
Meterological Association, concentrations of CO2 have reached new
highs – higher, in fact, than they’ve ever been since humans
first evolved. That continued increase of CO2 emissions is, in
turn, a major contributor to climate change and ocean

California reaches milestone in sale of electric vehicles. 
California has reached a significant milestone in the sale of
electric vehicles. More than 100,000 electric vehicles have now
been sold throughout the state, according to the Plug-In Electric
Vehicle Collaborative. The organization has been working
alongside the California Air Resources Board to keep track of the
number of clean vehicles sold in the state. These vehicles
include battery electrics, plug-in hybrids, and hydrogen fuel
