The California Air Resources Board (ARB) staff has posted materials regarding the Consumer Products Reporting Tool for Formulators (CPRTF) in support of the 2013 Consumer and Commercial Products Survey (2013 Survey). A formulator is a company or person, other than the responsible party, that holds the ingredient information about a product. A responsible party is the company, firm or establish listed on the product’s label and the party subject to completing the 2013 Survey. This interactive electronic reporting tool is specifically designed to enable formulator companies to enter product ingredient information on behalf of responsible parties subject to the 2013 Survey. The CPRTF complements the Consumer Product Reporting Tool, which is used by responsible parties for data entry in the 2013 Survey. In the CPRTF, each formulator will have the ability to label their data as confidential. ARB staff has posted the CPRTF and corresponding instructions on the 2013 Survey homepage: http://www.arb.ca.gov/consprod/regact/2013surv/2013main.htm. The 2013 Survey began on September 2, 2014 and the deadline for submission is March 2, 2015. ARB staff will begin accepting completed survey data from responsible parties and formulators beginning on January 1, 2015 through its secure web portal. The timeframe for completing this survey is a direct response to discussions with stakeholders to ensure enough time is given to accurately compile the required information. In addition, ARB staff plans to hold webinars on October 15, 2014 and December 15, 2014 to answer questions regarding the 2013 Survey for both responsible parties and formulators. ARB's Consumer Products Program is a key part of overall efforts to reduce the amount of smog-forming volatile organic compounds, toxic air contaminants, and greenhouse gasses that are emitted from use of chemically formulated consumer products in California. ARB's Consumer Products Regulations have resulted in reduced statewide emissions from consumer products by an estimated 50 percent since 1990. The 2013 Survey is an important step in collecting information on consumer products that are sold or supplied for use in California. Data collected from the 2013 Survey would be used to support the statewide consumer product inventory, speciation profiles used in criteria pollutant modelling, and future rulemakings.
