As the U.S. and China - the world's top two polluting nations -
turn to implementing new rules aimed at curbing climate change,

Road to China-US climate accord paved with California's
emission-cutting efforts
As the ink dries on an agreement to curb greenhouse gas emissions
between the United States and China, regulators and
environmentalists say California's pioneering efforts to reduce
carbon pollution helped bring about the deal. Big international
deals don’t happen without a lot of smaller, lower-level talks.
China and the United States embarked on its first national
accords not long after President Barack Obama took office.

A look at what the US-China climate deal means for the fight
against global warming	
The world's outlook for reaching a global climate deal next year
brightened Wednesday as China and the U.S. — the top two
polluters — presented a joint plan to reduce emissions of the
heat-trapping greenhouse gases that are blamed for warming the
planet.  The unexpected move was praised worldwide as a historic
step in the fight against climate change, though some analysts
said the targets aren't ambitious enough to prevent global
warming from reaching dangerous levels.

AIR POLLUTION

Light rain anticipated for Thursday, pollution levels to remain
‘moderate’
…And while any rain is good news during a four-year drought,
recent abnormal weather conditions have contributed to high
pollution levels. Last week, San Joaquin Valley Air Pollution
Control District officials announced that higher moisture levels
brought on by recent rain were followed by unseasonably high
temperatures.

CLIMATE CHANGE

China must change economy to meet climate targets	
Chinese leaders pledged for the first time to cap the country's
decades-long growth of greenhouse gas emissions. Since China
emits more carbon and other heat-trapping gases than any other
country, the pledge boosted global efforts to prevent
catastrophic climate change.

DIESEL EMISSIONS

Newer Trucks Serving Port of L.A. Contribute to Overall Emissions
Decline
Following the implementation of programs at the Port of Los
Angeles to reduce emissions from trucks, ships, trains and other
equipment, a new report shows the facility has made big strides
in cutting back on air pollution.

Port of San Diego reduces greenhouse gas emissions by 42%
Greenhouse gas emissions caused by operations at the Port of San
Diego dropped by 42 percent between 2006 and 2012, according to a
report released Wednesday by the agency.  Emissions of other
harmful air pollutants were also significantly reduced, including
nitrogen oxides by half, diesel particulate matter by 75 percent,
and sulfur dioxide by 94 percent, according to the port.

FUELS

Gas to average under $3 in 2015, government says
The average price of gasoline will be below $3 a gallon in 2015,
the Energy Department predicted Wednesday. If the sharply lower
estimate holds true, U.S. consumers will save $61 billion on gas
compared with this year. Economists say lower gasoline prices act
like a tax cut, leaving more money for consumers to spend on
other things. Consumer spending is 70 percent of the U.S.
economy.

OPINION

One less excuse to ignore climate change
Opponents of strong and necessary action on climate change like
to say that it doesn't matter what we do because China is spewing
greenhouse gases like there's no tomorrow. They'll have to flail
around for another excuse now that the United States and China
have reached a landmark agreement that will pressure other major
carbon-emitting countries to join the effort as well. After too
many years of too little action since the Kyoto accords in 1997,
the timing of the historic pact announced Wednesday is critical
to break the stalemate.

systems operating in the world, which manage the ecological
