UN CLIMATE TALKS

Sen. Kevin De León leading delegation to Peru on climate change
State Senate leader Kevin De León (D-Los Angeles) will head a
delegation of California officials attending a weeklong
conference on climate change starting Sunday in Lima, Peru.  De
León will be accompanied to the United Nations Framework
Convention on Climate Change by members of the Brown
administration including Matt Rodriquez, the secretary for
environmental protection. Brown himself is not attending the
conference.

UN: climate change costs to poor underestimated
The cost to poor countries of adjusting to ever-hotter
temperatures will be twice or even three times higher than
previously thought, the U.N.'s environment agency said Friday —
and that assumes a best-case scenario in which greenhouse gas
emissions are dramatically reduced. "If you don't cut emissions,
we're just going to have to ask for more money because the damage
is going to be worse," Ronald Jumeau of the Seychelles said at
U.N. climate talks.

AP Interview: Australia won't pay to climate fund
Australia will continue to directly pay for climate change
adaptation in vulnerable South Pacific island nations through its
aid budget rather than donate to a U.N. Green Climate Fund
designed for the same purpose, the foreign minister said Friday
ahead of traveling to climate talks in Peru.

Obama Wants Kids to Learn About Global Warming
Perhaps unable to convince older Americans of the severity of
global warming, President Barack Obama is hoping to have better
luck with the next generation by turning to the classroom.  The
White House Office of Science and Technology Policy on Wednesday
announced it will launch a new initiative aimed at climate
education and literacy that will distribute science-based
information – in line with the administration's position on the
issue – to students, teachers and the broader public.

Double Whammy for State Fuel Suppliers
The California Air Resources Board (CARB) is poised to readopt
the Low-Carbon Fuel Standard (LCFS) regulation in early 2015.
With its readoption, CARB hopes to put to rest challenges that
required a redo of the environmental analysis supporting the LCFS
regulation. If all goes as planned, transportation fuel suppliers
operating in California will face a regulatory environment in
2015 that is at once both more certain — with legal challenges to
the LCFS largely resolved — and more daunting, as transportation
fuels come under the “cap” on greenhouse gas emissions imposed by
California’s cap-and-trade program.

California lawmakers try again to thwart increased fuel costs 
A group of California state lawmakers are renewing their fight
against an impending fuel tax increase. Republicans in the state
Assembly and Senate are concerned about a program in place since
2006 through passage of AB32 – the California Global Warming
Solutions Act. The program allows the California Air Resources
Board to cap greenhouse gas emissions and require companies to
buy permits to exceed those caps.

The catalyst for Xiaolin Zheng's groundbreaking work in solar
energy began with an offhand comment her father made years ago at
her parents' apartment, a 13-story complex in the northeast China

1 in 5 Australian Households Have Gone Solar
Between taking in a kangaroo boxing match and surfing in
shark-infested waters, it turns out a lot of Australians are also
going solar. 
According to new figures from the Australian Bureau of
Statistics, one in five Australian households, or 19 percent, now
use solar energy for electricity or hot water. That’s up from
about 5 percent in 2011, when the bureau first started publishing
statistics on solar.
