UN CLIMATE TALKS: LIMA At Lima Climate Talks, a Rare Air of Optimism The air was sticky in Lima Wednesday morning, but at least the 15,000 demonstrators who marched through the streets here demanding climate action could feel a tepid breeze. Not so inside the stuffy white carnival tent where delegates at the United Nations talks spent hours fiddling with text meant to map out the route to Paris. It is there where a global climate treaty is supposed to be adopted one year from now. http://insideclimatenews.org/carbon-copy/20141211/lima-climate-talks-rare-air-optimism?utm_source=Inside+Climate+News&utm_campaign=670d3e0867-InsideClimate_News12_10_2014&utm_medium=email&utm_term=0_29c928ffb5-670d3e0867-327749509 As Lima Talks Enter Second Week, Delegates Turn to Text for 2015 Global Climate Pact Negotiations began Dec. 8 in Lima on the first draft of the text for the 2015 global climate change agreement, including discussion of emissions reduction targets for all countries and long-term financial targets starting in... http://www.bna.com/lima-talks-enter-b17179918742/ Lima marchers, experts want climate deal to respect rights ...marched shoulder to shoulder with climate activists from around the world on the traffic-choked streets of Lima. It doesn’t provide any guidance on how to do that. http://www.sfgate.com/world/article/A-climate-idea-comes-of-age-zero-emissions-5948872.php CAP AND TRADE Change of heart: Abbott government commits $200m to Green Climate Fund The Abbott government has bowed to international pressure and will commit to a global fund to help developing nations deal with climate change. The government has also revealed the first detail of how it will review Australia's post-2020 emissions reduction targets, with a taskforce to be established in the Department of Prime Minister and Cabinet. http://www.smh.com.au/federal-politics/political-news/change-of-heart-abbott-government-commits-200m-to-green-climate-fund-20141210-123x0u.html Greenhouse gas solutions available to steer Canada toward 2020 emissions target Canada's carbon pollution target for 2020 could have been nearly met if the country had widely implemented some successful regional policies starting six years ago, a report by the David Suzuki Foundation suggests, adding that "serious headway" is still possible. http://www.cbc.ca/news/technology/greenhouse-gas-solutions-available-to-steer-canada-toward-2020-emissions-target-1.2866022 Delaying cap-and-trade now a tougher sell California's oil industry gained attention this summer by funding groups with names like Fed Up At The Pump that staged a campaign against a 'hidden gas tax' that would spike fuel costs up to 76 cents per gallon as a result of California's cap-and-trade program. http://www.bizjournals.com/sacramento/news/2014/12/11/oil-industry-delaying-cap-and-trade-now-a-tougher.html San Diego Students Want Cap-And-Trade Dollars For Free Youth Bus Passes Students marched from San Diego High School to the Metropolitan Transit System offices Wednesday to persuade the transit agency to invest in a program that has given free bus passes to students at four area schools. City Heights nonprofit Mid-City CAN organized the students. The group wants MTS to kick in new cap-and-trade dollars to sustain and expand the bus pass program. http://www.kpbs.org/news/2014/dec/10/san-diego-students-want-cap-and-trade-dollars-free/ CLIMATE CHANGE Climate-Change Negotiators Say Hitting 2-Degree Goal Unlikely Nations negotiating a climate-change deal are unlikely to agree on cutting carbon-dioxide emissions deeply enough to prevent the earth from warming by 2 degrees Celsius, the stated goal of the talks, participants say. Officials from nearly 200 countries spent a torrid Peruvian day arguing over a framework for cutting enough greenhouse-gas emissions in coming decades to limit temperature gains that leading scientific models predict will occur. http://www.wsj.com/articles/climate-change-negotiators-say-reaching-2-degree-goal-unlikely-1418243184?KEYWORDS=climate+change It’s a Matter of Doing Our Job. As President Obama has amped up his climate rhetoric in his second term, Gina McCarthy, the administrator of the Environmental Protection Agency, has been responsible for translating his lofty aspirations into thousands of pages of complex regulations. The EPA has until next summer to finalize its Clean Power Plan limiting carbon emissions from power plants, especially coal plants; it is also pushing tougher restrictions on ozone and mercury pollution, which will hit the coal industry as well, and on methane, an issue for oil and gas drilling. http://www.politico.com/magazine/story/2014/12/gina-mccarthy-epa-interview-113481.html#.VInZORamOa8 As Japan burns more coal, climate policies under pressure Once at the forefront of the fight again global warming, Japan is now facing calls from other big economies such as China to set fresh emissions targets as Tokyo increases its use of dirty coal energy to replace nuclear. Japan is the world's fifth-biggest emitter of CO2, but has watered down emissions targets due to the shutdown of its nuclear plants after the 2011 Fukushima disaster, with utilities burning a record amount of coal for power generation. http://www.reuters.com/article/2014/12/11/us-climatechange-japan-idUSKBN0JP0O520141211 Climate change won't dry up Southern California, study finds Overall rainfall amounts in the Los Angeles region will remain the same in coming decades, according to a new study that examined the effects of a warming climate on Southern California precipitation. The third in a series of UCLA studies on the impact of climate change on Los Angeles, the report is good news for the city’s efforts to develop more local water supplies. http://www.latimes.com/science/sciencenow/la-sci-sn-climate-change-precipitation-southern-california-20141211-story.html HYDROGEN STATION First Retail Hydrogen Refueling Station In Northern California Opening In West Sacramento The first retail hydrogen refueling station in Northern California is set to open in our region this week. Lawrence Berkeley National Laboratory (Berkeley Lab) scientist Thomas Kirchstetter knows very precisely what’s in there, having conducted detailed measurements of thousands of heavy-duty trucks over months at a time at two San Francisco Bay Area locations. http://newscenter.lbl.gov/2014/12/11/air-pollution-down-thanks-to-californias-regulation-of-diesel-trucks/ VEHICLES EIA: California home to almost half of US plug-in electric vehicles Total US sales of plug-in electric vehicles (PEVs)—battery electric and plug-in hybrid electric—have increased in recent years, but still represent only about 0.7% of new vehicle sales in 2014 so far, up from 0.6% in 2013 and 0.4% in 2012. California is home to almost half of all of the nation’s PEVs, but even in California, only about 5 out of every 1,000 registered vehicles are PEVs, according to the US Energy Information Administration (EIA). http://www.greencarcongress.com/2014/12/20141210-eia.html GREEN ENERGY Where Will You Be When the Lights Go Out?
