At Lima Climate Talks, a Rare Air of Optimism 
The air was sticky in Lima Wednesday morning, but at least the
15,000 demonstrators who marched through the streets here
demanding climate action could feel a tepid breeze. Not so inside

The Abbott government has bowed to international pressure and
will commit to a global fund to help developing nations deal with
climate change. The government has also revealed the first detail
of how it will review Australia's post-2020 emissions reduction
targets, with a taskforce to be established in the Department of
Prime Minister and Cabinet.

Greenhouse gas solutions available to steer Canada toward 2020
emissions target
Canada's carbon pollution target for 2020 could have been nearly
met if the country had widely implemented some successful
regional policies starting six years ago, a report by the David
Suzuki Foundation suggests, adding that "serious headway" is

California's oil industry gained attention this summer by funding

San Diego Students Want Cap-And-Trade Dollars For Free Youth Bus
Passes
Students marched from San Diego High School to the Metropolitan
Transit System offices Wednesday to persuade the transit agency
to invest in a program that has given free bus passes to students
at four area schools. City Heights nonprofit Mid-City CAN
organized the students. The group wants MTS to kick in new
cap-and-trade dollars to sustain and expand the bus pass program.

Climate-Change Negotiators Say Hitting 2-Degree Goal Unlikely
Nations negotiating a climate-change deal are unlikely to agree
on cutting carbon-dioxide emissions deeply enough to prevent the
earth from warming by 2 degrees Celsius, the stated goal of the
talks, participants say. Officials from nearly 200 countries
spent a torrid Peruvian day arguing over a framework for cutting
enough greenhouse-gas emissions in coming decades to limit
temperature gains that leading scientific models predict will
occur.

It’s a Matter of Doing Our Job.
As President Obama has amped up his climate rhetoric in his
second term, Gina McCarthy, the administrator of the
Environmental Protection Agency, has been responsible for
translating his lofty aspirations into thousands of pages of
complex regulations. The EPA has until next summer to finalize
its Clean Power Plan limiting carbon emissions from power plants,
especially coal plants; it is also pushing tougher restrictions
on ozone and mercury pollution, which will hit the coal industry
as well, and on methane, an issue for oil and gas drilling.

As Japan burns more coal, climate policies under pressure
Once at the forefront of the fight again global warming, Japan is
now facing calls from other big economies such as China to set
fresh emissions targets as Tokyo increases its use of dirty coal
energy to replace nuclear. Japan is the world's fifth-biggest
emitter of CO2, but has watered down emissions targets due to the
shutdown of its nuclear plants after the 2011 Fukushima disaster,
with utilities burning a record amount of coal for power
generation.

Climate change won't dry up Southern California, study finds
Overall rainfall amounts in the Los Angeles region will remain
the same in coming decades, according to a new study that
examined the effects of a warming climate on Southern California
precipitation. The third in a series of UCLA studies on the
impact of climate change on Los Angeles, the report is good news
for the city’s efforts to develop more local water supplies.

HYDROGEN STATION

First Retail Hydrogen Refueling Station In Northern California
Opening In West Sacramento
The first retail hydrogen refueling station in Northern
California is set to open in our region this week. A
ribbon-cutting ceremony for the station will happen Wednesday
morning at Ramos Oil on South River Road in West Sacramento,
according to a statement Monday from the California Energy
Commission. This will be the 10th hydrogen station in California,
but the first in our region. Station tours and rides in fuel cell
cars are being offered to the public between 11 -12 a.m.

Northern California Opens First Hydrogen Station
New gas stations come and go all the time, but one new location
is garnering an unusual amount of attention today, including
ribbon-cutting and a half-dozen dignitaries in attendance. Ramos
Oil will become the first retail hydrogen refueling station in
Northern California when it officially turns on the pumps this
morning.

Hydrogen fueling for cars at the Ramos Oil Company multi-fueling
station in West Sacramento, California, has been commissioned.
The hydrogen station is equipped with state-of-the-art technology
developed by Linde North America, a major producer of hydrogen
covering the entire technology spectrum required to successfully
use hydrogen as a transportation fuel. To mark completion of its
retail hydrogen fueling station, Ramos held a ribbon cutting
ceremony at the site and hosted representatives of Linde and

DIESEL EMISSIONS

Act quickly to extend reefer compliance deadline
Applications to extend the California Air Resources Board
deadline for compliance to its new TRU rules must be submitted by
Dec. 31. This applies to owners of transport refrigeration units
who ordered compliance technology for model year 2007 TRUs by the
purchase order deadline, but will not be able to have it
delivered or installed by the Dec. 31 deadline.

Calif. finalizes some exemptions, compliance alternatives to
emissions regulations
The California Air Resources Board has finalized the compliance
alternatives and extension amendments it proposed earlier this

EIA: California home to almost half of US plug-in electric
vehicles
Total US sales of plug-in electric vehicles (PEVs)—battery
electric and plug-in hybrid electric—have increased in recent
years, but still represent only about 0.7% of new vehicle sales
in 2014 so far, up from 0.6% in 2013 and 0.4% in 2012. California
is home to almost half of all of the nation’s PEVs, but even in
California, only about 5 out of every 1,000 registered vehicles
are PEVs, according to the US Energy Information Administration
(EIA).
