The California Air Resources Board (ARB or Board) is pleased to
announce a grant solicitation for an administrator to implement
the approximately $10 million Hybrid and Zero-Emission Truck and
Bus Voucher Incentive Project (HVIP) for Fiscal Year 2014-15
funding and option for a new Grant Agreement for Fiscal Year
2015-16 funding.  HVIP was approved by the Board as part of the
Fiscal Year 2014-15 Funding Plan for the Air Quality Improvement
Program and Low Carbon Transportation Greenhouse Gas Reduction
Fund Investments.  HVIP provides vouchers to California
purchasers and lessees of up to $95,000 for zero-emission trucks
and buses, and up to $30,000 for eligible hybrid trucks and buses
on a first-come, first-served basis.  In addition, HVIP provides
increased incentives for vehicles that provide benefits to
disadvantaged communities.  These vehicles qualify for vouchers
up to $110,000 for zero-emission trucks and buses. 

This solicitation is open to individuals, federal, state or local
government agencies, and organizations or companies with
expertise implementing a grant program and general knowledge of
ARB’s clean vehicle programs.  Applications are due to ARB by no
later than 5:00 p.m., April 23, 2015.

ARB will hold an Applicant Teleconference to answer questions
regarding this grant solicitation on April 8, 2015.  The
Applicant Teleconference will provide an opportunity for
potential applicants to ask clarifying questions regarding
general application requirements.  The meeting will be held at

Background:  The Hybrid and Zero-Emission Truck and Bus Voucher
Incentive Project is intended to encourage and accelerate the
deployment of new hybrid and zero-emission trucks and buses.  The
project provides vouchers for California purchasers and lessees. 
Over 2,000 vouchers have been issued to date, totaling more than
$56 million.
