CAP AND TRADE

Ontario Proposes to Link New Cap-And-Trade System With Quebec.
Ontario, Canada’s largest province, will establish a
cap-and-trade program to reduce greenhouse-gas emissions, and
join a carbon market with Quebec and California. Ontario will set
a price on carbon by establishing ceilings for each industry and
link its market with North America’s largest cap-and-trade system
currently in place in California and Quebec…

Poland Sees No Prospect for Early EU Carbon-Market Fix. Polish
climate negotiator Marcin Korolec said he saw no room for
European Union governments to agree on an early start of a
carbon-market fix in negotiations with the European Parliament. A
potential compromise on a draft law designed to help boost carbon
prices could include the transfer of some unused permits…

CLIMATE CHANGE

Researchers say permafrost carbon release will be gradual. Frozen
Arctic and sub-Arctic soil that thaws from global warming will
add substantial amounts of carbon to the atmosphere in the form
of greenhouse gases, accelerating climate change the rest of the
century, but it won't come in a sudden burst, researchers say in
a new paper. A review by government and academic experts
concludes that harmful carbon dioxide…

Harvard Dismisses Climate Change Protesters While MIT Negotiates
With Them. As U.S. universities face growing student pressure to
divest fossil-fuel holdings from their more than $500 billion in
endowments, Cambridge, Massachusetts, finds itself at the center
of a great divide. At Harvard University, students are digging in
this week for a blockade of President Drew Faust’s offices,
escalating a confrontation over the school’s holdings of oil, gas
and coal stocks.

"How Does Hillary Match Up With Other Dems On Climate Change?" On
Sunday, Secretary of State Hillary Clinton will announce her
decision to seek the Democratic presidential nomination in 2016.
While the crowded Republican field has led to questions of how to
fit all serious candidates on a debate stage, Democrats have the
opposite problem. It’s possible there will be no debates at all.
But if there are, what will the candidates say when asked about
climate change and America’s energy policy?

DROUGHT

For Drinking Water in Drought, California Looks Warily to Sea.
Every time drought strikes California, the people of this state
cannot help noticing the substantial reservoir of untapped water
lapping at their shores — 187 quintillion gallons of it, more or
less, shimmering so invitingly in the sun. Now, for the first
time, a major California metropolis is on the verge of turning
the Pacific Ocean into an everyday source of drinking water.

Mighty Rio Grande Now a Trickle Under Siege. On maps, the mighty
Rio Grande meanders 1,900 miles, from southern Colorado’s San
Juan Mountains to the Gulf of Mexico. But on the ground, farms
and cities drink all but a trickle before it reaches the canal
that irrigates Bobby Skov’s farm outside El Paso, hundreds of
miles from the gulf.
Now, shriveled by the historic drought that has consumed
California and most of the Southwest, that trickle has become a
moist breath.

FUELS

Saudi Arabia’s Plan to Extend the Age of Oil. The biggest
exporter has let prices plummet—delaying the day when climate
concerns, efficiency, and fuel switching break the world’s
dependence on crude. Last fall, as oil prices crashed, Ali
al-Naimi, Saudi Arabia’s petroleum minister and the world’s de
facto energy czar, went mum. He still popped up, as is his habit,
at industry conferences on three continents.

Germany Proves Life With Less Fossil Fuel Getting Easier. Sitting
in a control center that helps ensure uninterrupted power for 82
million Germans, Gunter Scheibner is proving that renewable
energy from the sun and wind can be just as reliable as fossil
fuels. Scheibner, in charge of keeping flows stable over 6,200
miles (9,976 kilometers) of transmission lines in eastern
Germany, must keep power from solar and wind in harmony whether
it’s sunny or overcast, windy or still.

Europe Could Face Higher Prices, Says Gazprom Chief. Attempts to
negotiate single price for Russian gas across EU could lead to
price hikes. Europe could face higher natural gas prices if
Brussels presses on in its effort to reduce Russia’s
energy-market power, the chief executive officer of Gazprom,
Russia’s state-owned gas company, said on Monday.

Oil Futures Rise on Expectations of U.S. Production Drop. Prices
have plunged in recent months amid growing oversupply of oil in
global market. Oil prices rose for a third straight session on
Monday on continued expectations that U.S. crude-oil production
is set to slow. Light, sweet crude for May delivery recently rose
90 cents, or 1.7%, to $52.54 a barrel on the New York Mercantile
Exchange.

Paper towels, toilet tissue latest uses for wheat straw. A
company plans to roll out a new line of tissues and paper towels
this month that incorporates wheat straw and bamboo, which it

California Utility to Make Gas From Solar for Pipeline Storage.
Southern California Gas Co. has started two pilot projects that
will test the feasibility of using solar energy produced when
power demand is low to split hydrogen from water and store the
gas in pipelines. The projects, backed by U.S. government
funding, will either ship the hydrogen for use as an automotive
fuel or combine it with carbon dioxide to form methane that can
be used to generate electricity when demand is stronger.
