CAP AND TRADE

Cap and Trade Money Hits Rooftops.  California Governor Jerry
Brown’s budget revisions include spending more than $2 billion
dollars from the state’s cap and trade program. But money from
the greenhouse gas reduction program is already helping some
homeowners this fiscal year. Dave Walsh is installing solar
panels on the roof of a home in a low-income neighborhood in
Sacramento. This is one of the first homes to receive solar
panels using money from the state’s cap and trade program.

Three big questions about the future of cap-and-trade.  The state
of California has pocketed over $1.5 billion from cap-and-trade
program so far, and the dollars have begun to flow to Sacramento.
Lawmakers celebrated the arrival of the grants Monday with an
event showcasing a rooftop solar installation on the home of a
Sacramento resident. The installation was paid for with help from
a $14 million cap-and-trade grant that will fund over 130 similar
residential projects across the state.

AIR POLLUTION

The 'Shocking' Cost of Letting Companies Pollute for Free. 
"Energy subsidy," as the phrase is tossed around Washington,
typically refers to any financial help the government gives to
producers of oil, wind, or other sectors of the energy industry.
But there's another way to consider energy subsidies that takes a
bigger picture and conceives of all manner of help—financial or
otherwise—as a subsidy. In that context, letting companies
pollute for free, when that pollution carries a real social cost,
can be thought of as a subsidy.

Government moves to tighten anti-pollution norms for coal-based
power plants.  Moving to tighten norms for emissions of major
pollutants by coal-based power plants in the country, the
environment ministry has proposed a fresh standard for old and
new units seeking them to substantially cut down release of
health-damaging particulate matter (PM).

25% of vehicles cause 90% of emissions – study.  Just a small
percentage of cars produce most of the traffic-related air
pollution, according to a new study. The study by researchers at
the University of Toronto found 25 percent of vehicles were
responsible for about 90 percent of vehicle-related air
pollution.

CLIMATE CHANGE

Gov. Jerry Brown is expected to sign new climate change
agreement.  Gov. Jerry Brown will sign a new climate change
agreement with "government leaders from around the world" on
Tuesday, his office announced. The agreement comes three weeks
after the governor ordered new targets for reducing greenhouse
gas emissions in California. He's also been pushing for more
renewable energy, lower gasoline consumption and better
efficiency in older buildings.

Merkel, Hollande commit to global climate protection.  German
Chancellor Angela Merkel and French President Francois Hollande
confirmed their commitment to fighting global warning Tuesday,
gathering with others in Berlin to prepare for this year’s U.N.
Climate Change Conference. Merkel and Hollande said in a joint
statement that both countries “are firmly decided to take all
efforts to reach an ambitious, comprehensive and binding U.N.
climate agreement by the end of this year in Paris.”

Global warming fueling fewer but stronger hurricanes, study says.
 Warmer ocean temperatures appear to be fueling more intense
hurricanes at the expense of the overall number of storms, says a
new study published today in Nature Climate Change. Over the past
decade, studies have analyzed ad nauseam how warmer temperatures
might be changing the annual number of hurricanes, or the maximum
intensity. In theory, the hurricane hypothesis has always been a
simple one: Tropical cyclones are fueled by warm ocean surface
water, so warmer oceans should be fueling stronger hurricanes.

New science standards include climate change instruction.  South
Dakota's Board of Education has adopted new science education
standards that include instruction on climate change. The board
made the move during its meeting Monday in Aberdeen. It also
adopted new content standards in fine arts and educational
technology.

Study: Many more Americans will feel high heat as global warming,
population shifts combine.  The combination of global warming and
shifting population means that by mid-century, there will be a
huge increase in the number of Americans sweating through days
that are extremely hot, a new study says. People are migrating
into areas — especially in the South — where the heat is likely
to increase more, said the authors of a study published Monday by
the journal Nature Climate Change.

DROUGHT

Glendale considers lifting ban on artificial turf.  Several years
ago, Glendale restricted fake grass to residential backyards,
where they were out of sight from the street. Some residents
applauded the action, saying artificial turf damaged the
character and visual appeal of their neighborhoods. But with the
drought entering its fourth year, the city is considered lifting
the ban as a way to conserve water.

FUELS

Why EPA’s alleged ‘war on coal’ may actually be a war on wasting
energy.  The growing criticisms of the U.S. Environmental
Protection Agency’s plans to cut greenhouse gas emissions have a
common theme — the agency and the president, it is often alleged,
are waging a “war on coal.” And indeed, if the so-called “Clean
Power Plan” is successfully implemented by the agency, it’s
pretty clear that coal use will decline, even as we’ll get more
and more of our electricity from natural gas and renewables (all
trends that have begun already anyway).

MISCELLANEOUS

State nears carpool lane decal limit for Volt, other plug-in
hybrids.  Buyers of plug-in hybrids such as the Chevrolet Volt
and the Toyota Prius are about to lose an important perk – a
carpool lane permit. California has capped the number of the
Green Clean Air Vehicle decals that allow such cars into the
lanes at 70,000. As of Monday, it had granted 66,255, leaving
fewer than 4,000 left.

Air Board Asks Courts to Create New Tax.  In a landmark case
before the Third District Court of Appeal, the California Air
Resources Board (ARB) recently argued for creation of an
unprecedented tax doctrine that could raise billions of dollars
in new revenues. The ARB described the new revenue not as a tax
or a fee (or any other recognized revenue-raising mechanism), but
as a “byproduct” of a regulatory program.

Tackling Climate Change Does More Than Tackle Climate Change. 
One of the rocks that climate change sceptics like to throw at
those advocating action to tackle climate change is that it's all
very well for the rich developed world to reduce its carbon
footprint but it's immoral to ask the world's poor to give up
cheap energy such as coal. Yes, climate change may be happening,
they say, but it's unfair to pull up the fossil fuel ladder from
developing countries.
