Carbon Trading Part of Late Push for Obama Power Plant Limits.

AIR POLLUTION

Inslee: I’ll use my authority to impose cap on emissions.  After
being stymied on climate policy in the Legislature, Gov. Jay
Inslee announced he’s pressing ahead with executive action to
impose a cap on carbon emissions. Frustrated by legislative
inaction on climate, Gov. Jay Inslee plans to wield his
administration’s executive authority to impose a binding cap on
carbon emissions in Washington State.

CLIMATE CHANGE

Animals keep showing up in places where they don’t belong. Is it

Later Deadline Expected in Obama’s Climate Plan. The final
version of President Obama’s signature climate change policy is

Climate change trifecta exacerbates urban, coastal flooding.
Storm surge, high rainfall, and rising sea levels put low-lying
US coastal cities at risk of devastating floods, researchers say.
The biggest cities in the United States may be at far greater
risk of experiencing serious flooding in decades to come than
previously believed thanks to a so-called triple threat

Keeping up with the Joneses' drought-friendly yard boosted MWD's
tab for rebates. When it came down to it, the number crunchers at
the Metropolitan Water District of Southern California knew they
saved a lot more water for every dollar spent subsidizing
low-flush toilets than drought-friendly lawns. But there was one

Oregon state agencies told to conserve water as drought worsens.

UPS announces renewable diesel agreements with Neste, REG and
Solazyme; up to 46M gallons over next 3 years. UPS announced
agreements for up to 46 million gallons of renewable diesel over
the next three years, constituting a 15-fold increase over prior
contracts and making UPS one of the largest users of renewable
diesel in the world.

FUELS

Oil Producers Skirt Keystone Snag as Obama Said Near Rejection.
The oil-sands industry is working around delays to the Keystone
XL pipeline as the outlook dims for its approval any time soon.
Senator John Hoeven, a North Dakota Republican and leading
congressional supporter of the $8 billion proposal, cited
unidentified “sources” Tuesday in predicting President Barack
Obama will reject it in August.

Nebraska Gov pushes Obama to approve Keystone pipeline. Nebraska
Gov. Pete Ricketts (R) is continuing to push President Obama to
approve the Keystone XL Pipeline. Ricketts sent Obama a letter on

state and warrants approval by the Obama administration.

GREEN ENERGY

Experts tangle over the costs of clean energy policies to
Calif.'s poor. California's energy policies are affecting the
poor, with 1 million households in the state -- the majority in
the Inland Empire counties and the San Joaquin Valley -- spending
more than 10 percent of their income on their monthly energy
bills, according to a report released today by conservative think
tank the Manhattan Institute.

Canada's TransAlta looks to expand power portfolio with U.S.
renewables. Canadian company TransAlta Corp.'s recent purchase of
U.S. renewables is to expand its power portfolio away from coal.
The power generator announced plans earlier this week to purchase
21 megawatts of solar capacity in Massachusetts and 50 MW of wind
projects in Minnesota for $75.8 million from an arm of Rockland
Capital Partners LLC under 20- to 30-year power purchase
agreements.

MISCELLANEOUS

Edison seeks almost $7.6 billion in damages for nuclear plant. 
Southern California Edison is seeking almost $7.6 billion from
the Japanese manufacturer of the faulty steam generators that led
to the permanent shutdown of the San Onofre nuclear power plant.
Edison’s latest claim is at least $3 billion higher than the
utility had previously sought from Mitsubishi Heavy Industries, a
Tokyo-based firm that reported the latest figure in a statement
Tuesday.

Our forests are in crisis. California has problems – 12 million
of them. The drought is killing the trees – by the millions. A
recent survey by the U.S. Forest Service shows that the drought
