arbcombo -- First Public Workshop to Discuss ARB Staff's Regulatory Proposal to Amend the "Small Containers of Automotive Refrigerant" Regulation

The Air Resources Board (ARB or Board) staff invites you to
participate in a public workshop to discuss ARB staff's
regulatory proposal to amend the “small containers of automotive
refrigerant” regulation.  In particular, we propose to modify the
container deposit and return requirement on purchases of the
small containers of HFC-134a used in Do-lt-Yourself (DIY) motor
vehicle air conditioning (MVAC) servicing, the refrigerant
recycling requirement, and their associated reporting
requirements.  On January 1, 2010, the requirements for retailer
stores to collect this core deposit went into effect and became
enforceable under Title 17, California Code of Regulations
section 95366(a).  The purpose of the container deposit/return
and the refrigerant recycling programs was to recycle the
refrigerant remaining in the used containers and thereby reduce
the emissions from used containers being discarded in the trash
or otherwise leaking into the atmosphere.

While the regulation has resulted in greater emission reductions
than the original estimates, the refrigerant recovery and the
container return rate by consumers has been substantially lower
than expected.  Because of these issues, ARB is proposing to
amend the regulation.  The purpose of this workshop is to provide
an overview of ARB activities to date and to discuss and solicit
public input on the regulatory proposal.
